An Integrated Municipal Solid Waste to Energy Plant, which will generate electricity from waste by gasification process, will come up at Chalai by March next year. This will be the first of the three modern waste management plants to come up in the city, said Urban Affairs Minister Manjalamkuzhi Ali here on Wednesday.

 Loro Group has won the bid to construct the waste treatment plant at Chalai. According to the Minister, the Chalai plant will resemble a ‘shopping mall’ in its looks. “There will be no leachate, foul smell, air or water pollution,” the Minister said. Solid waste will be directly fed to the plant. Since the waste is disposed using gasification, sanitary landfilling is not needed, he said.

 The Chalai plant will treat 35 tonnes of waste per day and is expected to produce 3.2 mega watts of electricity from it. The Minister said two acres of land had been identified at Chalai for the purpose. Though the Minister said two other plants would come up in Thiruvananthapuram, he did not disclose the locations.  Ali said that there had been a 50-per cent reduction in waste generation with the introduction of pipe-compost units and biowaste plants in houses and shops.

 Around 42 companies had participated in the tender, of which 12 were shortlisted. Loro Group emerged  the successful bidder. The Pollution Control Board has given clearance for setting up the plant,  Ali added.

 The Minister said unlike the Vilappilsala plant, the modern waste management plant will throw up no pollution issues.  An agreement on the garbage baling unit will be finalised in one-and-a-half months, he added.

 When asked about the move to dispose of waste in abandoned quarries, the Minister said that the proposal was still under consideration. “But we will consider the concerns of the public,” Ali said.

Waste-to-energy technology for new Brahmapuram plant

Minister for Urban Affairs Manjalamkuzhi Ali told The Hindu on Monday that the new facility would adopt the waste-to-energy technology.

The government has been in a dilemma over the technology to be implemented in Brahmapuram and had held hectic consultations over the past several weeks.

Mr. Ali said that a Cabinet sub-committee decided to go for the waste-to-energy method at Brahmapuram based on the recommendations given by the R.V.G. Menon Committee that was entrusted with the task of studying advanced waste management technologies available in the country. The Minister said the new Brahmapuram plant would be similar to the proposed integrated municipal solid waste-to-energy facility at Chalai in Thiruvananthapuram.

He said the government would adopt the ‘Swiss challenge approach,’ a competitive bidding process, for constructing the plant. No bidder would have a predefined advantage in this process. It also provided companies with considerable incentives to propose new ideas.

The plant would be implemented under a DBFOT (design, build, finance, operate and transfer) pattern in the public-private participatory mode. As per the original project proposal, the plant, estimated to cost Rs. 350 crore, would be capable of processing 500 tonnes of waste daily.

The Hindu had earlier reported that the government had decided to adopt the Swiss challenge approach after the Department of Urban Affairs rejected the financial bid offered by three agencies that initially came forward to set up the waste-to-energy-based plant. A government committee had rejected the financial bids terming them as ‘unrealistic’. Mr. Ali said the companies had submitted an unscientific estimate of the electricity generation from the solid waste processed at the new plant.

The government would provide 10 acres near the now defunct plant of the Kochi Corporation at Brahmapuram for the new project. The government would have no financial obligation while the selected entity can decide on the quantum of investment.

As per the original project proposal, the operation of the plant will be bound under an agreement by which the energy generated will be added to the KSEB grid. The profit derived from generation of power will have to be shared between the operator and the government.

The Brahmapuram plant is among the three regional solid waste treatment facilities proposed to be established using a feasible technology model. The other two plants are proposed to be built in Thiruvananthapuram and Kozhikode.

Cameras shut eyes at Brahmapuram plant

Kochi: It was with much fanfare that the Kochi corporation began live streaming of the day-to-day activities from Brahmapuram waste treatment plant in December. 

Almost two months down the line, the authorities are fumbling in the dark as 'antisocials' have been continuously destroying the wires laid for live-streaming within the plant's compound.

"Within two months, anti-socials have cut off the wires thrice, during the night. If waste was dumped illegally till now on the plant premises, nowadays a few people have started dumping litter on the sides of the road leading to the plant and just outside its compound wall. Families residing near the plant have now turned against us. We have no idea what to do," said Minimol V K, chairperson, health standing committee.

The corporation authorities are now planning to appoint more security guards at the plant. 

"We are in talks with the KSEB authorities who own the land through which the waste trucks enter and exit the plant premises. We also plan to install a boom barrier at the entrance to stop illegal entry of vehicles," Minimol added.

The idea to install CCTV cameras at Brahmapuram waste treatment plant had been in the pipeline for years, but was formalized only last year. 

The cameras were installed to check illegal dumping of waste and to put an end to allegations that the waste brought here was not properly weighed or segregated and that many unauthorized vehicles were transporting waste to the plant.

Though authorities had claimed that the corporation mayor, deputy mayor, health standing committee chairperson and corporation secretary could monitor the activities at the plant from their respective cabins, the idea was not implemented after the first few days. At the same time, opposition councillors alleged that both the ruling councillors and the waste mafia were 'playing hide-and-seek'.

Sources from the health department said they had been demanding for years to construct a security room and boom barrier near the KSEB's Brahmapuram diesel power plant (BDPP). 

"The authorities have been pointing out the illegal dumping for years, but not a single complaint has been given to the police department. It's all a blame-game, nothing else. The authorities are just uttering excuses," said the officer, requesting anonymity.

"The aim is simple. The rulers don't want the public to know about the exact number of vehicles entering the plant, the exact quantity of waste being treated and the exact amount spent on treating waste," according to opposition councillors.

Corporation inks pact for 295cr waste plant

Kochi: The Kochi corporation on Wednesday signed a contract with a private firm to construct the Rs 295-crore waste-to-energy plant at Brahmapuram. The agreement was signed in the presence of chief minister Oommen Chandy in Thiruvananthapuram.

The plant will generate electricity from household solid waste.

"The absence of proper waste treatment projects suitable for Kerala is the main reason why waste management is facing a crisis in the state," said Chandy.

G J Nature Care & Energy Ltd, an India-based waste-to-energy solution provider, has been entrusted with the work to generate electricity from household solid waste. The proposed plant will treat 300 tonnes of solid waste, and will generate eight megawatt on a daily basis.

The corporation has also entered into an agreement with Kerala State Electricity Board to route electricity to the grid at Brahmapuram. The plant will also help to address waste management crisis faced by households in the corporation area and nearby municipalities.

"The government has tried to execute several waste disposal projects in the state. The septage treatment plant in Kochi and waste water treatment plant at Muttom in Thiruvananthapuram can be considered as notable achievements of the government. If the latest project in Brahmapuram becomes a success, the model can be applied throughout the state," said Chandy.

He also assured that the plant would be capable of addressing the concerns of citizens. The successful implementation of the septage treatment plant and plastic processing units were also highlighted by the CM.

Not enough time to study the one-of-its-kind proposal, complains Opposition

Notwithstanding the stiff protest and ruckus created by the Opposition, the Corporation council meeting in Kochi on Thursday passed the proposal for a waste-to-energy plant at Brahmapuram.

The special council meet held to approve the project witnessed protest as Opposition councillors were up on their feet objecting the PPP model proposal, which they alleged was a ploy to allot five acres at Brahmapuram to a private party at a paltry annual lease of Rs. 20,000 for five years.

The project, which has already been cleared by the State Cabinet, has been entrusted GJ Nature Care Consortium. The Opposition complained that they were hardly given enough time to study the proposal being tried for the first time anywhere in the country. Kitco, the consultants who made a presentation on the project, were bombarded with questions by the Opposition.

The Kitco officials assured that the Rs.295 crore project would not impose additional burden on the civic body.

Opposition leader K.J. Antony alleged that a proposal, which needed in-depth technical scrutiny, is being forced up on the council. Opposition councillor Benedict Fernandez sought to know how the rent for the land had been fixed. He also wanted to know what would be the fate of the project if 300 tonnes of waste were not generated a day. Citing statistics, he claimed that the volume of waste generated in a day would not exceed more than 100 tonnes.

Councillors also expressed doubts about the tariff of the energy generated, environmental safety of thermal composting and the corporation’s responsibility in providing the viability fund.

In her reply to the debate, Mayor Soumini Jani said that the civic body has received the government order directing to discuss the proposal and get it approved by the council only on January 4 and announced the agenda as passed and adjourned the session amid uproar.

KOCHI: With the corporation about to rope in a London-based company to set up a waste-to-energy plant at Brahmapuram, the clauses mentioned in the bid evaluation report show that the entire arrangement is tilted in favour of the company. The bid evaluation report states that the corporation will have to pay Rs 4.17 lakh per day to the consortium of G J Nature care and Energy Pvt Ltd in Kochi, London Investment Ltd and Biomass Power Ltd in United Kingdom since there is a difference in the tariff sought by the consortium and the one proposed by Kerala State Electricity Regulatory Commission (KSERC).

For buying power from the consortium, Kerala State Electricity Regulatory Commission (KSERC) suggested a rate of Rs 11.68/unit, but the consortium wants Rs 18.42 per unit. If the corporation pursues the deal, it will have to pay the difference in tariff. Mayor Soumini Jain said that the corporation is in talks with the consortium to reduce the tariff per unit. The project agreement will be placed for cabinet approval on December 16.

The BOT (built, operate and transfer) plant will entail an expenditure of Rs 295 crore. The plant, which can generate 250 units of power from a tonne of waste, will be able to process 330 tonnes of waste each day. The corporation's plan is to sell this power to Kerala State Electricity Board (KSEB). 

Another issue before the civic body is the compensation it will have to pay for not providing the required amount of waste. "Though the local body claims that it collects 175 tonnes of waste/day in the city and the remaining quantity can be generated from the six neighbouring municipalities, it may not add up to 330 tonnes/day. At present, the waste generated by neighbouring municipalities comes to around five tonnes," said a former councillor.

A corporation official said that the compensation amount has not been fixed and it will be decided while signing the MoU after the cabinet decision. Also, experts say that the gasification technology that has been chosen for the project has enjoyed limited success in India. The Union ministry of urban development's website under the head manuals and advisories states that proven waste-to-energy technologies include incineration of municipal solid waste that produce heat or electricity.

"Stringent norms specifying quality standards and conditions for its utilization are awaited from the ministry of environment and forest. There are various new technologies under discussion such as pyrolysis and gasification that are yet to be proven in Indian conditions. Their reliability is far beneath the well-proven waste incineration" the manual reads.

295 കോടി രൂപയാണു പ്ലാന്റിന്റെ നിർമാണച്ചെലവ്. കരാർ അനുസരിച്ചു രണ്ടു വർഷത്തിനുളളിൽ പ്ലാന്റ് നിർമാണം പൂർത്തിയാക്കി കമ്മിഷൻ ചെയ്യണം. ഇതു തെറ്റിച്ചാൽ കരാർ കമ്പനി സർക്കാറിനു നഷ്ടപരിഹാരം നൽകണമെന്നു വ്യവസ്ഥയുണ്ട്. പ്ലാന്റ് നിശ്ചിത സമയത്തു പൂർത്തിയാക്കിയില്ലെങ്കിൽ ഈ ബാധ്യതയ്ക്കൊപ്പം മറ്റു സാമ്പത്തിക നഷ്ടവും കരാർക്കമ്പനിക്കു വരുമെന്നതിനാൽ രണ്ടു വർഷത്തിനുളളിൽ തന്നെ പ്ലാന്റ് കമ്മിഷൻ ചെയ്യുമെന്നാണു കണക്കു കൂട്ടൽ. പദ്ധതിക്കായി തൃക്കാക്കരയിൽ കമ്പനിയുടെ ഓഫിസ് പ്രവർത്തനം ആരംഭിച്ചു. 

പദ്ധതിയുടെ വിശദമായ രൂപരേഖ തയാറാക്കൽ, ഫണ്ട് സ്വരൂപിക്കൽ, മണ്ണു പരിശോധനയുൾപ്പെടെയുളള പ്രാരംഭ നടപടികൾ എന്നിവയെല്ലാം പൂർത്തിയാക്കി നിയമാനുസൃതമായ എല്ലാ അനുമതികളും അടുത്ത ആറു മാസത്തിനുളളിൽ നേടണം. ഇതിനു ശേഷമുളള ഒന്നര വർഷമാണു നിർമാണ കാലയളവ്. ജിജെ കൺസോർഷ്യത്തിനു കീഴിൽ രൂപീകരിച്ച ജിജെ ഇക്കോ പവർ പ്രൈവറ്റ് ലിമിറ്റ‍ഡ് എന്ന പ്രത്യേക കമ്പനിയാണു (എസ്പിവി) പദ്ധതി നടപ്പാക്കുക. മലയാളി വ്യവസായി ജിബി ജോർജ് നേതൃത്വം നൽകുന്ന ലണ്ടൻ ആസ്ഥാനമായ ജിജെ കൺസോർഷ്യത്തിനു കീഴിൽ തന്നെയുളള ലണ്ടൻ ഇൻവെസ്മെന്റ് കൺസൽറ്റൻസിയാണു സാമ്പത്തിക പങ്കാളി. ഫണ്ട് കണ്ടെത്തുന്നത് ഇവരുടെ നേതൃത്വത്തിലാവും. ലണ്ടൻ ആസ്ഥാനമായ ബയോമാസ് പവറാണു പ്ലാന്റിന്റെ സാങ്കേതിക പങ്കാളി. മാലിന്യത്തിൽ നിന്നു വൈദ്യുതി ഉൽപാദിപ്പിക്കുന്ന സാങ്കേതിക വിദ്യ സജ്ജമാക്കുന്നത് ഇവരുടെ നേതൃത്വത്തിലാവും. ഈ പങ്കാളികളേയും കൂടി ഉൾപ്പെടുത്തിയാണ് എസ്പിവി രൂപീകരിച്ചിരി ക്കുന്നത്. കിറ്റ്കോയാണു പദ്ധതിയുടെ ട്രാൻസാക്ഷൻ അഡ്വൈസർ.

ബ്രഹ്മപുരത്തു പുതിയ പ്ലാന്റിനായി 20 ഏക്കർ സ്ഥലമാണു മാറ്റി വച്ചിരിക്കുന്നത്. ക്ലീൻ കേരള കമ്പനിയുടെ പ്ലാസ്റ്റിക് മാലിന്യം സംസ്കരണ പ്ലാന്റിനോടു ചേർന്നുളള സ്ഥലമാ ണിത്. ഇതിൽ അഞ്ച് ഏക്കർ സ്ഥലം മാത്രമാണു കമ്പനിക്ക് ഇപ്പോൾ കൈമാറുക. വിശദമായ പദ്ധതി രൂപരേഖ തയാറാക്കി നൽകുന്നതിന്റെ അടിസ്ഥാനത്തിൽ ആവശ്യത്തിനനുസരിച്ചാവും കൂടുതൽ സ്ഥലം നൽകുക. ഇപ്പോൾ നൽകിയിരിക്കുന്ന അഞ്ച് ഏക്കറിന് തുച്ഛമായ തുക വാർഷിക ഫീസായി നഗരസഭ ഈടാക്കും. എന്നാൽ പ്ലാൻ അനുസരിച്ച് അഞ്ചേക്കറിനു മുകളിൽ അനുവദിക്കുന്ന സ്ഥലത്തിന് ഉയർന്ന തുകയാവും ഈടാക്കുക. നിർമിച്ച് ഓപ്പറേറ്റ് ചെയ്തു കൈമാറുന്ന പദ്ധതിയിൽ 20 വർഷമാണു കരാർ കാലാവധി. ഇതിനു ശേഷം സർക്കാറിനു കൈമാറും. 

ശേഷി 400 ടൺ; ഉറപ്പാക്കേണ്ടത് 300 ടൺ

കൊച്ചി∙ ദിവസവും 400 ടൺ ഖരമാലിന്യം സംസ്കരിക്കാൻ ശേഷിയുളള പ്ലാന്റാണു ബ്രഹ്മപുരത്തു സ്ഥാപിക്കുക. ഇതിനു 300 ടൺ മാലിന്യമെങ്കിലും ദിനവും ഉറപ്പാക്കണമെന്നാണു കമ്പനി ആവശ്യപ്പെടുന്നത്. നിലവിൽ കൊച്ചി നഗരസഭ പരിധിയിൽ 180–200 ടൺ മാലിന്യമാണ് ദിവസവും ഉണ്ടാവുന്നത്. 400 ടൺ വരെ ശേഷിയുളളതിനാൽ ജില്ലയിലെ മറ്റു മുനിസിപ്പാലിറ്റികളിൽ നിന്നും പഞ്ചായത്തുകളിൽ നിന്നുമുളള മാലിന്യങ്ങളും ഇവിടെ എത്തിച്ചു സംസ്കരിക്കാം. ഭാവിയിൽ ചേർത്തല പോലെ സമീപ ജില്ലകളിലെ മുനിസിപ്പാലിറ്റികളിൽ നിന്നുളള മാലിന്യങ്ങളും ഇവിടെ സംസ്ക്കരിക്കാനാവും. 300 ടൺ മാലിന്യ ദിനവും പ്ലാന്റിലെത്തിക്കണമെങ്കിൽ ഇതു വേണ്ടി വരും. 

തരംതിരിക്കാതെ തന്നെ ഖരമാലിന്യം ഒരുമിച്ചു സംസ്ക്കരിക്കാം എന്നതാണു പുതിയ പ്ലാന്റിന്റെ പ്രത്യേകത. ജൈവമാലിന്യത്തിനൊപ്പം തന്നെ പ്ലാസ്റ്റിക്കും ‌തടിക്കഷണങ്ങളും അടക്കമുളള മാലിന്യവും സംസ്കരിക്കാം. എന്നാൽ കോണ്‍ക്രീറ്റും സിമന്റും കട്ടയും ഉൾപ്പെടെയുളള നിർമാണസാമഗ്രികളുടെ മാലിന്യങ്ങൾ അഞ്ചു ശതമാനത്തിലേറെയാവാൻ പാടില്ല. ഒപ്പം ആശുപത്രി മാലിന്യങ്ങളും പാടില്ല. ആശുപത്രി മാലിന്യങ്ങൾ ഐഎംഎയുടെ നേതൃത്വത്തിൽ കൃത്യമായി നീക്കം ചെയ്തു സംസ്കരിക്കുന്ന പദ്ധതി നിലവിലുളളതിനാൽ ഇക്കാര്യം പ്രശ്നമാവില്ല. 

വിവിധ പ്രദേശങ്ങളിൽ നിന്നു ബ്രഹ്മപുരത്ത് എത്തിക്കുന്ന ഖരമാലിന്യം തരംതിരിക്കാനും മറ്റുമായി കുന്നുകൂട്ടിയിടുന്നതിനു പകരം വൻശേഷിയുളള പ്ലാന്റിലേക്കു നേരിട്ടു സംസ്കരിക്കാനായി കടത്തിവിടാമെന്ന പ്രത്യേകതയുമുണ്ട്. ജില്ലയിലെ ആകെ മാലിന്യങ്ങൾ കെട്ടിക്കിടക്കാതെ സുരക്ഷിതമായി ദിനവും സംസ്കരിക്കാനാവും എന്നതാണു പുതിയ പ്ലാന്റിന്റെ ഏറ്റവും വലിയ പ്രത്യേകത. മാലിന്യ സംസ്കരണവും കാര്യക്ഷമമാവണമെന്നു മാത്രം. ഇതിനു മുൻകൈയ്യെടുക്കേണ്ടത് അതതു തദ്ദേശസ്വയംഭരണ സ്ഥാപനങ്ങളാണ്. വിദേശ രാജ്യങ്ങളിലേതുപോലെ മാലിന്യ ശേഖരണവും നീക്കവും കൂടി ശാസ്ത്രീയമാക്കാനായാൽ മാലിന്യ പ്രശ്നത്തിനു ശാശ്വത പരിഹാരമാവും. തുറന്ന വാഹനങ്ങളിലുളള മാലിന്യനീക്കം വലിയ പ്രശ്നമാണ്. കവചിത യന്ത്രവൽ‌കൃത വാഹനങ്ങളാണു വികസിത രാജ്യങ്ങളിലെല്ലാം മാലിന്യം നീക്കത്തിന് ഉപയോഗിക്കുന്നത്.

നഗരസഭയ്ക്ക് പണച്ചെലവില്ല‌

കൊച്ചി∙ ബ്രഹ്മപുരം പ്ലാന്റിൽ ഉൽപാദിപ്പിക്കുന്ന വൈദ്യുതി കെഎസ്ഇബിക്കു വിൽക്കുമ്പോൾ യൂണിറ്റിന് 15 രൂപ ഉറപ്പാക്കുന്നതിനു വില കഴിഞ്ഞു വരുന്ന തുക നൽകേണ്ട ബാധ്യതയുണ്ടെങ്കിലും ഒരു രൂപ പോലും നഗരാസഭയ്ക്കു സ്വന്തം ഫണ്ടിൽ നിന്ന് ഇതിനു ചെലവാക്കേണ്ടി വരില്ല. ബിപിസിഎൽ കൊച്ചിൻ റിഫൈനറിയുടെ സാമൂഹിക പ്രതിബന്ധതാപദ്ധതിയുടെ ഭാഗമായി 25 കോടിയുടെ രൂപ മാല‌ിന്യ സംസ്കരണ പ്ലാന്റിനായി നൽകാമെന്ന് ഉറപ്പു ലഭിച്ചിട്ടുണ്ട്. 

ഈ തുക കരാർ കമ്പനിക്കുളള നഷ്ടം നികത്താൻ ഉപയോഗിക്കാം. ഇനി അതിലുമേറെ ആവശ്യമുണ്ടെങ്കിൽ തന്നെ അതു നൽകുക. സംസ്ഥാന സർക്കാർ ആയിരിക്കും. ശുചിത്വ മിഷൻ വഴിയാണ്. ഈ തുക നൽകുന്നത്. ചുരുക്കത്തിൽ നഗരസഭയ്ക്കു സ്ഥലം വിട്ടു കൊടുക്കുന്നതിനപ്പുറം പ്ലാന്റിന്റെ കാര്യത്തിൽ ചെലവൊന്നുമില്ല. മാത്രമല്ല, അഞ്ച് ഏക്കറിലേറെ സ്ഥലം വിട്ടു കൊടുക്കുന്നതിലൂടെ ലഭിക്കുന്ന ഉയർന്ന സ്ഥലവാടകയും ടണിന് 250 യൂണിറ്റ് വൈദ്യുതിക്കു മുകളിലുളളതു വിറ്റു കിട്ടുന്നതിന്റെ വരുമാന വിഹിതവുമായി പണം ലഭിക്കുകയും ചെയ്യും. 

ബ്രഹ്മപുരത്തെ മുഖ്യവരുമാനം വൈദ്യുതി വിൽപനയിലൂടെ

കൊച്ചി∙ ബ്രഹ്മപുരം പ്ലാന്റിൽ നിന്ന് ഉൽപാദിപ്പിക്കുന്ന വൈദ്യുതി വിറ്റു കിട്ടുന്ന പണമാണു കമ്പനിയുടെ മുഖ്യ വരുമാനം. ഒരു ടൺ മാലിന്യത്തിൽ നിന്നു പരമാവധി 430 യൂണിറ്റ് വൈദ്യുതി ഉൽപാദിപ്പിക്കുമെന്നാണു കണക്ക്. ഇതനുസരിച്ച് ഓരോ ടണിൽ നിന്നും ഉൽപാദിപ്പിക്കുന്ന 250 യൂണിറ്റ് വൈദ്യുതിക്കു 15 രൂപ വീതം കൊച്ചി നഗരസഭ ഉറപ്പാക്കണമെന്നാണു കരാർ. അതായതു 100 ടൺ സംസാരിക്കുമ്പോൾ പരമാവധി ലഭിക്കാവുന്നതു 43000 യൂണിറ്റ് വൈദ്യുതിയാണെങ്കിൽ ഇതിൽ 25000 യൂണിറ്റിനു 15 രൂപ വീതം ഉറപ്പാക്കണം. പരമാവധി ഉൽപാദനം 430 യൂണിറ്റിൽ കുറഞ്ഞാലും 250 യൂണിറ്റിനു 15 രൂപ വീതം എന്നതിൽ മാറ്റമ‌ില്ല. ഇത് ആനുപാതികമല്ല.‌

പ്ലാന്റിൽ നിന്ന് ഉൽപാദിപ്പിക്കുന്ന വൈദ്യുതി സംസ്ഥാന ഇലക്ട്രിസിറ്റി ബോർഡിനാവും വിൽക്കുക. ബോർഡ് എത്ര രൂപ നൽകി ഇതു വാങ്ങും എന്നതു സംബന്ധിച്ചു വൈദ്യുതി റഗുലേറ്ററി കമ്മിറ്റിയുമായുളള ചർച്ചകൾക്കു ശേഷമേ തീരുമാനമാകൂ. ഇതു 15 രൂപയിൽ താഴെയാണെങ്കിൽ ബാക്കി തുകയാണു നഗരസഭ നൽകേണ്ടത്. അതായത് ഓരോ ടണ്ണിൽ നിന്നുമുളള 250 യൂണിറ്റിന് ബോർഡ് കമ്പനിക്കു നൽകുന്ന വില യൂണിറ്റിന് 10 രൂപയാണെങ്കിൽ ബാക്കി നഷ്ടം നികത്താനുളള അഞ്ചു രൂപ നഗരസഭ നൽകണം. ഓരോ ടണി‍ൽ നിന്നും 250 ടണിനു മുകളിലുളള വൈദ്യുതിക്കു ഈ നഷ്ടം നികത്തൽ ബാധകമല്ല.

മാത്രവുമല്ല, ഇങ്ങനെയുളള അധിക വൈദ്യുതി വിൽപനയുടെ 20% കമ്പനി നഗരസഭയ്ക്കു നൽകണം. 10 രൂപയാണ് ഈ അധിക വൈദ്യുതിയുടെ നിരക്കെങ്കിൽ രണ്ടു രൂപ വീതം നഗരസഭയ്ക്കു ലഭിക്കും. മികച്ച ഉൽപാദനമുണ്ടായാൽ കമ്പനിയിൽ നിന്നു നഗരസഭയ്ക്ക് ഇങ്ങോട്ടും പണം ലഭിക്കുമെന്നു ചുരുക്കം. ഇതിനൊപ്പം അഞ്ട് ഏക്കറിനു മുകളിൽ പ്ലാന്റിനായി വിട്ടു കൊടുക്കുന്ന സ്ഥലത്തിനു വാർഷിക ഫീസ് ഇനത്തിൽ ഉയർന്ന തുകയും കമ്പനി നഗരസഭയ്ക്കു നൽകണം. ഇതും ഒരു വരുcമാനമാർഗമാവും. എന്നാൽ ഈ പദ്ധതിയെ ഒരു വരുcമാനമാർഗമായല്ല, നഗരസഭയ്ക്കു വലിയ ചെലവോ ബാധ്യതയോ ഇല്ലാതെ മാലിന്യ പ്രശ്നം ശാശ്വതമായും ശാസ്ത്രീയമായും പരിഹരിക്കാനുളള മാർഗമായാണു കാണുന്നതെന്നു കൊച്ചി മേയർ സൗമിനി ജെയിൻ ചൂണ്ടിക്കാട്ടി. ഇതു തന്നെയാണു പദ്ധതിയുടെ മുഖ്യ ആകർഷണവും. 

വൈദ്യുതി ഉത്പാദനം ഇങ്ങനെ

കൊച്ചി∙ മാലിന്യത്തിൽ നിന്നു വൈദ്യുതി ഉൽപാദിപ്പിക്കാൻ ഗ്യാസിഫിക്കേഷൻ സാങ്കേതിക വിദ്യയാണു ബ്രഹ്മപുരത്തെ അത്യാധുനിക പ്ലാന്റിൽ ഉപയോഗിക്കുന്നത്. ഖരമാലി‌ന്യങ്ങൾ പ്ലാന്റിലൽ സംസ്കരിച്ചു സിന്തറ്റിക് (സിൻ ഗ്യാസ്) ഉൽപാദിപ്പിക്കും ഈ ഗ്യാസ് ഉപയോഗിച്ചു വെളളം ചൂടാക്കുമ്പോൾ ഉണ്ടാകുന്ന നീരാവി വഴി ടർബൈൻ പ്രവർത്തിച്ചാണു വൈദ്യുതി ഉല്‍പാദിപ്പിക്കുക. ഒരു ടൺ മാലിന്യത്തിൽ നിന്ന് ഇത്തരത്തിൽ 430 യൂണിറ്റ് വൈദ്യുതി ഉൽപാദിപ്പിക്കാമെന്നാണു കരുതുന്നത്. അതായതു 300 ടൺ മാലിന്യം സംസ്കരിച്ചാൽ 1.29 ലക്ഷം യൂണിറ്റ് വൈദ്യുതി ഇവിടെ നിന്ന് ഉൽപാദിപ്പിക്കാനാവും.

ഇന്ത്യയിൽ ഈ സാങ്കേതിക വിദ്യ ഉപയോഗിച്ചു നിർമിക്കുന്ന ആദ്യ പ്ലാന്റാണിതെങ്കിലും ഇറ്റലിയും സ്പെയിനും ഉൾപ്പെടെയുളള യൂറോപ്യൻ രാജ്യങ്ങളിൽ‌ വിജയകരമായി നടപ്പാക്കിയ സാങ്കേതിക വിദ്യായാണിതെന്നു ജിജെ കൺസോർഷ്യം അധികൃതർ വ്യക്തമാക്കുന്നു. നിലവിൽ ജൈവമാലിന്യം സംസ്കരിച്ച് വളം ഉൽപാദിപ്പിക്കുന്നുണ്ട്. എന്നാൽ പുതിയ പ്ലാന്റിൽ ഇത്തരം ഉപോൽപന്നങ്ങ ളുണ്ടാവില്ല. സംസ്കരിച്ച ശേഷമുളള പദാർഥങ്ങൾ ഉപയോഗിച്ച് ഇഷ്ടിക പോലുളള ഉപോൽപന്നങ്ങൾക്കു സാധ്യതയുണ്ട്. ഇതു വിശദമായ പദ്ധതി രൂപരേഖ അവതരിപ്പിക്കുമ്പോഴാവും വ്യക്തമാവുക. സംസ്കരണത്തിനു ശേഷം രണ്ടു ശതമാനം വരെ ചാരവും ഉണ്ടായേക്കും. ഇതു ഭൂമി നികത്തുന്നതിന് ഉപയോഗിക്കാം.

“At a time when Kochi Corporation is bound to take action on several issues faced by the public on warfooting, the council is wasting time in the name of trivial matters regarding the smart city."


Kakkanad: Coming out strongly against Kochi Corporation officials, Ernakulam district collector M. G Rajamanickam said the council has failed to attend the needs of common man.

“Kochi is facing numerous issues that need immediate official intervention. I could realize and learn too much while occupying the post of Mayor temporarily during the local body polls. The piles of garbage is the key issue the city is facing. The municipality has failed to renovate the solid waste treatment plant at Brahmapuram. Still nothing has been moved,” he charged in a post on his Facebook page.

“When I served as the mayor, CCTV cameras were installed at the plant and also the lorry operators
were told to transport waste after covering it properly. “Notices were issued to owners of 32 building
complexes for encroaching government land to create parking lots. However, the present council revoked the charges,” he said.

“For sewage treatment plant, Rs 168 crore was allotted under KSUDP. However, the corporation failed to utilize the fund properly. The toilet waste from flats and hotels are let out into the streams. The corporation neither check the menace nor initiate action,” Rajamanickam said.

“At a time when Kochi Corporation is bound to take action on several issues faced by the public on warfooting, the council is wasting time in the name of trivial matters regarding the smart city. Now the topics discussed are the colour of paint for the walls, smart city logo and the names to be engraved on the board. They don’t’ even bother to find time to discuss the problems confronted by the public,” he added.

Kochi: The entire waste generated by the city and suburbs is 'being treated' at the plant in Brahmapuram.

But, with authorities failing to treat waste in a scientific manner, the plant is 'leaking' leachate into Kadambrayar river, polluting the main source of drinking water for many, including those working at IT firms in Infopark as well as the Cochin Special Economic Zone.

This would also affect the first phase of Smart City, which is scheduled to be inaugurated on February 20. But, corp authorities still do not have a proper solution for the issue. Though an agency appointed by the chief secretary had taken certain measures to control the stench arising from the plant, they have not been effective.

A few days ago, the management of a school on the shore of Kadambrayar had lodged a complaint about the stench after it became intolerable. Local residents of Edachira, where Smart City is located, have also complained about the stench.

A few months ago, state chief secretary Jiji Thomson had asked a firm to take measures to control the bad odour. The Mumbai-based firm, which was entrusted with the job, claimed that they have managed to bring down the stench considerably.

"We are spraying inoculum regularly. For a more effective result, we have to spray inoculum when garbage is being loaded into trucks. But, they have not given us the work so far," an official with the firm said.

Detailed project report soon for 500 MW petcoke power plant

KOCHI: An agency will soon be appointed to prepare the detailed project report (DPR) for the 500 MW petcoke-based power plant, planned jointly by the Kerala State Electricity Board (KSEB) and BPCL Kochi Refinery Ltd, in the city. 

The decision to prepare the DPR was taken following a preliminary study conducted by a committee comprising representatives of both KSEB and Kochi refinery. 

The committee had submitted its report to the state government last month. According to sources, the study endorsed setting up a petcoke-based project in the city as it would enable low-cost production of electricity.

KSEB sources said the cost of power would be low. "We can produce electricity from the plant at a cost of Rs 5 to 6 per unit. The project can be implemented if the Kochi refinery supplies petroleum coke at a fixed rate for three to four years. The running cost is also low," said a KSEB official. Various types of technologies, including gas turbines, are available for producing power using petcoke. It is also free of pollution. The plant would require 300 acres of land. 

Land is not expected to be a problem as officials have already identified some areas for the project. "The production facility can be set up near the Kochi refinery and the distribution facility at Brahmapuram," said the official. The Kochi refinery will be able to produce 13-15 tonnes of petcoke after the expansion of the refinery by 2015.

KSEB officials said the project can be beneficial for the city, especially when the Kochi Metro rail project becomes a reality.

"Ernakulam district accounts for one-eighth of the state's total power consumption. This is expected to go up further in the future with more number of companies coming up in Kochi," said another official.
